Nhằm thuận lợi cho công tác quy hoạch phát triển '''vùng''', [[chính phủ Philippines]] chia đất nước thành 17 vùng hành chính. Ở mỗi vùng, các bộ ngành của trung ương sẽ mở một văn phòng của mình tại một thành phố phát triển trong vùng để tác nghiệp. Các thành phố nơi có văn phòng đại diện của các bộ ngành như vậy được gọi không chính thức là thủ phủ vùng. Các vùng không có chính quyền, và vì thế nó không phải là một cấp hành chính. Bản thân Manila là một tỉnh đồng thời một mình nó là một vùng. Riêng vùng Mindanao có chính quyền vùng, vì đây là một vùng có quy chế tự trị.

Tại [[Philippines]], '''vùng''' ({{langx|fil|rehiyon}}; [[ISO 3166-2:PH]]) là phân cấp hành chính có chức năng chính là phối hợp lập kế hoạch và tổ chức dịch vụ công cấp quốc gia tại các địa phương. Hầu hết các cơ quan của chính phủ quốc gia cung cấp dịch vụ thông qua các chi nhánh cấp vùng và không có văn phòng trực tiếp tại các tỉnh hoặc thành phố. Các cơ quan cấp vùng thường nằm tại thành phố trung tâm vùng.
Tính đến năm 2024, Philippines được chia thành 18 vùng. 17 vùng hành chính có hội đồng phát triển khu vực (RDC) do tổng thống chỉ định, trong đó [[Vùng thủ đô Manila|Vùng thủ đô quốc gia]] (Vùng thủ đô Manila) có thêm cơ quan phát triển đô thị để điều phối và hoạch định chính sách. Tại Philippines, vùng (tiếng Filipino: rehiyon; ISO 3166-2:PH) là phân cấp hành chính có chức năng chính là phối hợp lập kế hoạch và tổ chức dịch vụ công cấp quốc gia tại các địa phương. Hầu hết các cơ quan của chính phủ quốc gia cung cấp dịch vụ thông qua các chi nhánh cấp vùng và không có văn phòng trực tiếp tại các tỉnh hoặc thành phố. Các cơ quan cấp vùng thường nằm tại thành phố trung tâm vùng.

Tính đến năm 2024, Philippines được chia thành 18 vùng. 17 vùng hành chính có hội đồng phát triển khu vực (RDC) do tổng thống chỉ định, trong đó Vùng thủ đô quốc gia (Vùng thủ đô Manila) có thêm cơ quan phát triển đô thị để điều phối và hoạch định chính sách. Khu tự trị Bangsamoro tại Mindanao Hồi giáo được tổ chức bầu cử chính quyền và nghị viện, và được Quốc hội Philippines ủy quyền về một số quyền hạn và trách nhiệm nhất định.

Lịch sử

Đơn vị cấp vùng hình thành vào ngày 24 tháng 9 năm 1972, khi các tỉnh của Philippines được tổ chức thành 11 vùng theo Sắc lệnh Tổng thống số 1, nằm trong một kế hoạch tái tổ chức của Tổng thống Ferdinand Marcos.[1] Sau đó, các vùng khác được thành lập và một số tỉnh đã được chuyển từ vùng này sang vùng khác.

Niên biểu

  • Ngày 22 tháng 6 năm 1973 – Pangasinan được chuyển từ Vùng III (Trung Luzon) sang Vùng I (Vùng Ilocos).[2]
  • Ngày 7 tháng 7 năm 1975 – Vùng XII được thành lập, và một số vùng tại Mindanao được tổ chức lại.[3]
  • Ngày 25 tháng 7 năm 1975 – Vùng IX và XII lần lượt trở thành Khu tự trị Tây và Trung Mindanao.[4]
  • Ngày 21 tháng 8 năm 1975 – Vùng IX được chia thành Tiểu vùng IX-A và Tiểu vùng IX-B. Một số vùng tại Mindanao được tổ chức lại.[5]
  • Ngày 7 tháng 11 năm 1975 – Metro Manila được thành lập.[6]
  • Ngày 23 tháng 1 năm 1976 – Metro Manila tách khỏi Nam Tagalog để trở thành Vùng IV; Nam Tagalog trở thành Vùng IV-A.[7]
  • Ngày 2 tháng 6 năm 1978 – Metro Manila được tuyên bố là Vùng thủ đô quốc gia.[8]
  • Ngày 11 tháng 6 năm 1978 – Trung tâm của vùng IX được chuyển từ Jolo, Sulu đến thành phố Zamboanga.[9]
  • Ngày 15 tháng 7 năm 1987 – Vùng hành chính Cordillera được thành lập.[10]
  • Ngày 1 tháng 8 năm 1989 – Khu tự trị Hồi giáo Mindanao (ARMM) được thành lập.[11] Vùng XII trở lại thành vùng hành chính.
  • Ngày 30 tháng 1 năm 1990 – Cử tri phản đối phê chuẩn thành lập Khu tự trị Cordillera.[12]
  • Ngày 12 tháng 10 năm 1990 – Tổ chức lại và/hoặc đổi tên các vùng tại Mindanao: Vùng IX (Tây Mindanao), Vùng X (Bắc Mindanao), Vùng XI (Nam Mindanao), Vùng XII (Trung Mindanao) và ARMM. Trung tâm của vùng IX được chuyển đến Pagadian, còn thành phố Zamboanga vẫn là trung tâm thương mại và công nghiệp của vùng.[13]
  • Ngày 23 tháng 2 năm 1995 – Vùng XIII (Caraga) được thành lập và tổ chức lại một số vùng tại Mindanao; Sultan Kudarat được chuyển đến vùng XII.[14]
  • Ngày 7 tháng 3 năm 1998 – Cử tri phản đối lần thứ hai về việc phê chuẩn thành lập Khu tự trị Cordillera.[15]
  • 18 tháng 12 năm 1998 – Sultan Kudarat được chuyển về Vùng XII.[16]
  • Ngày 31 tháng 3 năm 2001 – ARMM được mở rộng.[17]
  • Ngày 19 tháng 9 năm 2001 – Hầu hết các vùng tại Mindanao được tổ chức lại và một số được đổi tên, chẳng hạn như Vùng IX (Bán đảo Zamboanga), Vùng XI (Vùng Davao) và Vùng XII (Soccsksargen).[18]
  • Ngày 17 tháng 5 năm 2002 – Vùng IV-A (Calabarzon) và Vùng IV-B (Mimaropa) được thành lập từ Vùng IV (Nam Tagalog) trước đây; Aurora được chuyển sang Vùng III.[19]
  • Ngày 28 tháng 10 năm 2003 – Calamba, Laguna được chỉ định là trung tâm của Vùng IV-A.[20]
  • Ngày 30 tháng 3 năm 2004 – Koronadal được chỉ định là trung tâm của Vùng XII.[21]
  • Ngày 23 tháng 5 năm 2005 – Palawan được chuyển từ Vùng IV-B sang Vùng VI (Tây Visayas).[22]
  • Ngày 19 tháng 8 năm 2005 – Việc chuyển giao Palawan cho Vùng VI bị hoãn lại.[23]
  • Ngày 22 tháng 11 năm 2007 – Calapan được chỉ định là trung tâm của Vùng IV-B.[24]
  • Ngày 29 tháng 5 năm 2015 – Vùng Negros Island (NIR) được thành lập. Negros Occidental và Bacolod được chuyển đến từ Vùng VI, và Negros Oriental được chuyển đến từ Vùng VII (Trung Visayas).[25]
  • Ngày 17 tháng 7 năm 2016 – Vùng Tây Nam Tagalog (Vùng Mimaropa) được thành lập bao gồm Vùng IV-B trước đây (trên thực tế chỉ là đổi tên và ngừng sử dụng tên gọi "Vùng IV-B" vì không có thay đổi ranh giới nào).[26]
  • Ngày 7 tháng 8 năm 2017 – NIR bị bãi bỏ. Negros Occidental (bao gồm Bacolod) và Negros Oriental được chuyển lại về Vùng VI và VII.[27]

Danh sách các vùng

Tính đến ngày 30 tháng 6 năm 2024, Philippines được chia thành 18 vùng.[34] Các nhóm đảo truyền thống là Luzon, Visayas và Mindanao lần lượt gồm có 8 vùng (I, II, III, IV-A và V, và CAR, NCR và Mimaropa), 4 vùng (VI, VII, VIII và NIR) và 6 vùng (IX, X, XI, XII, XIII và BARMM) tương ứng. Tên của Calabarzon, Mimaropa và Soccsksargen là tên ghép từ tên các tỉnh và thành phố thành phần, và thường được viết in hoa trong các văn kiện nhà nước.

Loại hình

Vùng hành chính

Vùng hành chính là một nhóm các chính quyền địa phương nằm liền kề nhau về mặt địa lý, chúng có thể được tổng thống Philippines thành lập, bãi bỏ và sửa đổi dựa trên nhu cầu xây dựng các chính sách phát triển kinh tế thống nhất, cung cấp các dịch vụ của chính quyền quốc gia một cách hiệu quả hơn, và phối hợp các hoạt động có lợi cho sự phát triển của khu vực ra bên ngoài ranh giới các tỉnh. Cho đến nay, vì Hiến pháp không yêu cầu nên chưa tiến hành cuộc trưng cầu dân ý nào về việc thành lập, bãi bỏ hoặc thay đổi ranh giới của các vùng hành chính thông thường.[35]

Vùng hành chính không phải là một đơn vị chính quyền địa phương (LGU), mà là một nhóm các LGU được tổng thống[36] cấp cho một cơ cấu hoạch định chính sách và điều phối không qua bầu cử, mang tên là Hội đồng Phát triển Khu vực (RDC).[37] Metro Manila được công nhận trong luật là "vùng hành chính và phát triển đặc biệt", do vậy được lập ra Cơ quan Phát triển Metro Manila (MMDA);[38] Hội đồng Metro Manila nằm trong MMDA và đóng vai trò là RDC của Vùng thủ đô quốc gia.[37]

Khu tự trị

Hiến pháp năm 1987 cho phép thành lập khu tự trị tại Cordillera Central trên đảo Luzon và các khu vực đa số cư dân theo đạo Hồi trên đảo Mindanao.[35] Tuy nhiên, chỉ có khu tự trị tại vùng Hồi giáo tại Mindanao được cử tri chấp thuận trong các cuộc trưng cầu dân ý. Cử tri tại Cordillera đã bác bỏ quyền tự trị; do đó vùng hành chính Cordillera vẫn là một vùng hành chính thông thường.

Tòa án Tối cao phán quyết rằng một khu tự trị phải bao gồm nhiều hơn một tỉnh, do đó làm mất hiệu lực của đề xuất thành lập khu tự trị Ifugao sau cuộc trưng cầu dân ý về quyền tự trị Cordillera vào năm 1990, khi đó chỉ có đa số cử tri Ifugao bỏ phiếu 'có' về quyền tự trị.[39]

Khu vực tư pháp

Khu vực lập pháp
